It was created in 2013 by decision of the leaders
the BRICS countries according to the Beijing Declaration
and represents the largest international
a dialogue platform for representatives of the expert community of the BRICS countries

The Council of BRICS Expert Centers has been formed
from among the representatives of the leading scientific research
organizations designated by authorized government agencies
 the authorities (Sherpas) of the BRICS countries as national coordinators
the expert track of the BRICS in their countries

    March 4-6, New Delhi, India, IV BRICS Academic Forum

    The fourth BRICS Academic Forum was held in New Delhi in March 2012

    The forum was held on the theme "Stability, security and growth"In accordance with the Delhi Declaration, it was decided to establish the BRICS Council of Expert Centers (SEC) as an international platform for interaction between national coordinators of the BRICS countries.

    Moscow hosts BRICS Academic Forum again

    The Forum was attended by 160 representatives of the BRICS countries. The Forum participants discussed the construction of a fair world order, international law, peace and security, the role of international institutions, the reform of the international financial system and the future of the new BRICS financial institutions, social problems, trade development, new priorities for economic cooperation within the BRICS framework, and the comprehensive development of the gpoup.

    IX BRICS Academic Forum

    China has proposed its own format for holding the BRICS Academic Forum

    During the year of China's chairmanship, the BRICS Academic Forum was held as part of the Beijing-initiated Forum of BRICS Political Parties, Think Tanks and Civil Society Organizations under the theme of "Combining Wisdom and Efforts for Common Development and a Bright Future", and was attended by 400 representatives from BRICS countries. The leitmotif of the forum was the Chinese initiative “BRICS plus” and the creation of the China Council of BRICS Research Centers, which united dozens of research centers, both independent and based at major Chinese universities, with the aim of coordinating research within the BRICS framework.

    X BRICS Academic Forum

    South Africa hosts BRICS Academic Forum in outreach format

    For the first time, the geography of the BRICS Academic Forum was significantly expanded. South Africa invited representatives from countries such as Angola, Burundi, Ethiopia, Namibia, Uganda, Togo, Senegal, Rwanda and Japan to participate in the Forum. The Forum participants discussed the creation of a working group on peacekeeping, the creation of a research center for the development of vaccines, the launch of a new platform for developing dialogue on gender and social equality, deepening cooperation between BRICS countries in order to achieve inclusive development and use the achievements of the 4th industrial revolution, and the initiation of a new track of cooperation - tourism.

    XI BRICS Academic Forum

    In 2019, the BRICS Academic Forum was held under the Brazilian Presidency

    The Forum participants discussed cooperation in such areas as scientific, technical and innovative cooperation, digital economy, the fight against organized crime and money laundering, strengthening cooperation within the BRICS institutions, in particular the BRICS Business Council and the New Development Bank.

    In 2020, Russia successfully hosted the BRICS Academic Forum amid the pandemic

    The forum was held in a hybrid format, with more than 200 representatives from BRICS countries taking part. The Forum participants discussed cooperation in such areas as stability and security, economic growth, promotion of investment cooperation, digitalization, sustainable development issues, energy and infrastructure, food and environmental security, education and healthcare.

    In 2021, the BRICS Academic Forum was held online

    Due to the ongoing coronavirus pandemic, the Forum was held online under the Indian Chairship. The Forum participants discussed cooperation in such areas as international security and the fight against terrorism, the development of multilateralism, digital solutions for healthcare, the role of alternative medicine, and the achievement of the SDGs, new opportunities in the use of technology and innovation, global economic recovery after the COVID-19 pandemic, restarting cooperation in trade and investment, the role of women in the economy.

    XIV BRICS Academic Forum

    In 2022, the BRICS Academic Forum was held in a hybrid format

    Once again, in the year of China's presidency, the BRICS Academic Forum was held within the framework of the Beijing-initiated Forum of BRICS Political Parties, Think Tanks and Civil Society Organizations. This time, the Forum was held in a hybrid format on the theme of "Solidarity and Cooperation for Common Development and a Bright Future", with 130 representatives from BRICS countries taking part. The theme of the Forum was “Strengthening Intellectual Support for BRICS with a Focus on Common Development.” The Forum participants discussed global governance, economic cooperation, sustainable development, science, technology and innovation, digital transformation and industrialization.

    XV BRICS Academic Forum

    In 2023, the Academic Forum was held as part of South Africa's BRICS presidency

    The forum was held in person with the participation of leading experts from Brazil, Russia, India, China and South Africa. The theme of the forum was “Partnership for Mutual Accelerated Growth, Sustainable Development and Inclusive Multilateralism”. The Forum program included six thematic sessions reflecting current issues on the international agenda: energy transition, cooperation in education, economic cooperation, post-pandemic socio-economic recovery, global governance, and sustainable development.

    XVI BRICS Academic Forum

    For the first time, the BRICS Academic Forum was held with the participation of new members of the group

    In the year of Russia's chairship, delegates from Egypt, Iran, Saudi Arabia, the UAE and Ethiopia took part in the BRICS Academic Forum; in total, 200 representatives from more than 20 countries took part in the Forum. The theme of the Forum in the year of Russia's chairmanship in BRICS was "BRICS: New Figures on the World Chessboard". The Forum participants discussed approaches to solving current issues and developed ways to develop cooperation in the areas of global governance, trade and economic cooperation, international, food and energy security, science and education, technology and innovation, and improvement of financial systems.
    Deputy Prime Minister of the Russian Federation Alexey Overchuk sent a greeting to the participants and guests of the Forum.

THE TASKS OF THE SEC

  • Organization of expert platforms for the purpose of comprehensive collection of proposals for the development of cooperation between the BRICS countries, including the annual BRICS Academic Forum

  • Strengthening the interaction of representatives of the BRICS expert community with relevant stakeholders (including international governmental and non-governmental organizations; global and regional expert organizations, analytical and research centers; authorities of the BRICS states)

  • Promotion of the BRICS agenda and positive image through the publication and dissemination of research and analytical works, expert events and updating of information resources of the BRICS SEC

  • Facilitating the collection and exchange of information and statistical data between expert communities and authorities of the BRICS countries, including through the BRICS statistical agencies

  • Organization of work to assess the fulfillment of commitments made by the leaders of the BRICS countries in accordance with the BRICS Indicator System initiated by Russia and adopted by the BRICS SEC in 2020.
