Vocational education and current development trends were discussed at the International Municipal Forum of the BRICS countries
At the end of August, in Moscow, within the framework of the BRICS 2024 International Municipal Forum, a session "Vocational and Technical Education (VET) in the BRICS regions: institutional Landscape and current development trends" was held, organized by the HSE with the assistance of the BRICS Expert Council. During the session, experts discussed the specifics of the national VET systems of the BRICS countries, their current development agenda and opportunities for sharing experiences and best practices.
Experts from Russia, India and China took part in the discussion: Vera Maltseva, Director of the Center for Skills Development and Vocational Education at the HSE Institute of Education; Li Jun, Associate Professor at the Institute of Vocational Education at Tongji University in China; Santosh Mehrotra, Visiting Professor at the University of Bath in the UK; Marina Nevskaya, Head of the Department for the Development of International Partnerships in the Field of SPO of the Institute for the Development of Vocational Education at the Higher School of Economics. The session was organized by the HSE Institute of Education.

Vocational and technical education (TVET) plays an important role in shaping the human potential and human resources of the BRICS countries. The dynamic development of the TVET sector, responsible for the training and retraining of qualified personnel, is an important condition for the economic growth and social stability of the member countries of the association. The historical context of the development of TVET in China, India and Russia is different, and the meeting at the forum is a start for discussing cooperation in the development of this education sector.

As part of her report, which opened the session, Marina Nevskaya gave a detailed overview of TVET's development strategies at the institutional level, outlining the features of national educational systems and highlighting the latest reforms adopted by the governments of the BRICS member countries.
Santosh Mehrotra joined the discussion, focusing in his speech on how Russia, India and China can be useful to each other in the development of TVET. The expert told how an ecosystem of skills and qualifications was formed in India, how the industry and the labor market are involved in the field of education, and outlined potential reforms for the development of vocational education in the country.
Li Jun gave a detailed presentation of the TVET system in China and talked about current trends in its development. The expert noted that at the moment there is a growing relationship between general education, higher education and TVET. He also paid special attention to the expansion of international cooperation and exports in the field of TVET.
Vera Maltseva concluded the productive discussion, setting the momentum for further cooperation. As part of her speech, she reviewed the trends in the development of TVET in Russia and gave a detailed description of how the educational and career trajectories of young people are developing using the example of longitudinal data.
As a result of the session, the participants agreed to continue cooperation and involve international organizations to create expert analytical materials. In addition, the speakers discussed the possibility of publishing a joint expert article.
