Brazilian Ambassador Outlines Latin America's Role in Modern World Order

On October 29, as part of the BRICS International School: New Generation, Sérgio Rodrigues dos Santos, Ambassador Extraordinary and Plenipotentiary of the Federative Republic of Brazil, delivered a lecture titled "The Role of Latin America in Contemporary International Relations: Legacy of Brazil's BRICS Chairship." The session was moderated by Ana Livia Araujo Esteves, Lecturer at the School of International Regional Studies under the Faculty of World Economy and International Affairs at HSE University.

Addressing the participants, Ambassador dos Santos noted that Latin America, particularly South America, is increasingly taking a more significant role in shaping a multipolar world order, asserting itself as an independent civilisational and economic centre. He stressed that the stability of the international system depends significantly on the region's progress toward integration and shared development. The concept of "shared prosperity," a cornerstone of Brazilian foreign policy, reflects the belief that economic growth is unattainable amid instability and inequality.

The ambassador highlighted that Latin American diplomatic tradition is historically rooted in the prevalence of international law and a multilateral approach to conflict resolution. Countries in the region were among the first to join the UN and contributed to drafting its Charter, demonstrating their commitment to peace, equality, and a just world order.

Discussing the key priorities of Brazil's BRICS Chairship, the diplomat pointed to achievements in healthcare, the digital economy, and climate finance. Key initiatives included the Partnership for the Elimination of Socially Determined Diseases, the Declaration on Global Governance of Artificial Intelligence, and the Framework Declaration on Climate Finance to expand shared resources for combating climate change.

BRICS is more than just an interstate association—it is a network that brings nations and societies together. I have dedicated my career to bringing Russia and Brazil closer and strengthening ties between our nations. I hope the School participants will deepen their understanding of Russia-Brazil relations and contribute to their development.

In conclusion, the ambassador expressed confidence that BRICS' continued development will help build a more inclusive, equitable, and sustainable world order, where Latin American countries can take their rightful place as equal participants in global dialogue.

The BRICS International School: New Generation is the flagship educational project of the BRICS Expert Council-Russia based at HSE University, supported by the Russian Ministry of Foreign Affairs. Its key goal is to facilitate the international youth track and build a community of future leaders. In 2025, the BRICS International School: New Generation runs from October 28 to November 1 in partnership with the Alexander Gorchakov Public Diplomacy Fund and MGIMO University under Priority 2030, a state programme aimed at supporting Russian universities. The School has brought together over 100 young researchers, diplomats, entrepreneurs, and journalists from 38 nations.
