A Strategic Session of the Civil BRICS Council will be held in Moscow on November 17–18, 2025. The event will bring together civil society representatives, think tanks, and research institutions from across the BRICS nations. The session is organised by the BRICS Expert Council-Russia together with the Russian Chapter of Civil BRICS Council.

During the event, participants will take stock of the Civil BRICS Council's activities throughout 2025 and will take part in a ceremonial handover of the Civil Track to India.

A central theme will be fostering collaboration among non-governmental organisations within BRICS and sharing best practices. Special focus will also be placed on the Council's information strategy, crafting an operational work plan for 2026, and developing joint initiatives.

The Strategic Session programme features a meeting with Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation and Russia's BRICS Sherpa.

Participants will also engage in a detailed discussion on preparations for the Civil BRICS Summit, scheduled to take place in December in Rio de Janeiro.

In 2015, Russia initiated the launch of the Civil BRICS Track. The BRICS Expert Council-Russia acts as Russia's national coordinator for the BRICS civil process. In 2024, at the BRICS Summit in Kazan, the BRICS Expert Council-Russia, alongside other civil society organisations from the BRICS countries, spearheaded the establishment of the Civil BRICS Council. This Council now provides the institutional foundation for all operations under the Civil BRICS Track. The annual BRICS Civil Forum serves as the primary platform for the Civil BRICS Council.
