First Deputy Chairman of Committee on International Affairs at Russian State Duma: BRICS Establishes New Principles for Global Interactions

On October 29, Vyacheslav Nikonov, First Deputy Chairman of the Committee on International Affairs at the State Duma of the Federal Assembly of the Russian Federation, spoke at the official opening of the BRICS International School: New Generation. The event was organised by the BRICS Expert Council-Russia based at HSE University with support from the Ministry of Foreign Affairs of the Russian Federation.

Addressing the young leaders, Vyacheslav Nikonov stated that BRICS today represents a new model for international relations, founded on the principles of equality, mutual respect, and consensus.

BRICS is about the future because its principles are the principles of how humankind should evolve. They stand in direct opposition to the principles of confrontation and dominance that permeated global affairs for so long. The world is much larger than the West, and the very idea of BRICS essentially reorients our perspective, allowing us to see the world through the eyes of the majority.

He explained that the idea for BRICS emerged from the understanding that the world extends far beyond the West and its development models. The group has emerged as a symbol of a new world order, where the voices of the Global South and East are growing stronger, and cooperation is based on equality and consensus.

In conclusion, Vyacheslav Nikonov noted that the group's uniqueness lies not only in its economic potential but also in its ability to unite countries with diverse cultures and political systems around shared values. He highlighted the special roles of Russia, China, and India as key centres for fair dialogue, and pointed to the growing importance of Africa, Latin America, and the Islamic world as dynamic regions shaping the 21st century.

In 2025, the BRICS International School: New Generation runs from October 28 to November 1 in partnership with the Alexander Gorchakov Public Diplomacy Fund and MGIMO University under Priority 2030, a state programme aimed at supporting Russian universities. The School has brought together over 100 young researchers, diplomats, entrepreneurs, and journalists from 38 nations.
